Telegraph Townhomes is a 24-home development in Bellingham’s King Mountain neighborhood, offering permanently affordable, energy-efficient housing in a growing part of the city. Built in partnership with Habitat for Humanity of Whatcom County, this community features well-designed townhomes and shared green spaces. As of Summer 2026, 16 homes are happily occupied and the final 8 are on track for completion in Fall 2026. Telegraph is helping more local families realize the dream of homeownership while ensuring these homes stay affordable for generations to come.

The Telegraph Townhomes are permanently affordable through KulshanCLT’s community land trust model.
These homes are made affordable in part using federal funding from the Self-Help Homeownership Opportunity Program (SHOP). Homebuyers must be willing to volunteer 50 hours (or 100 hours for families with two adult heads of household) toward the construction and landscaping of their home prior to closing. Volunteer hours are expected to take place between September and November of 2026.

KulshanCLT serves applicants through its Homebuying Program, generally on a first‑come, first‑served basis, with prioritization based on readiness and eligibility.
Applicants on the Interest List are invited to apply for available homes in order of priority. We encourage anyone interested in Telegraph Townhomes to join the Interest List by filling out our Interest Form to stay informed about application opportunities and next steps.

KulshanCLT uses a community land trust model to ensure homes remain affordable forever. Homebuyers purchase the home but lease the land beneath it, keeping prices accessible for future generations while allowing owners to build equity.

Eligibility is based on household size and income and generally serves low- to moderate-income households. Income limits may change annually. Full details are available on our Ready to Apply page or by attending an Information Session.
