Understanding the Application Process

How long will this take?

Due to the rising costs of homes in our area and significant lack of inventory, we have more applicants than homes available. Unfortunately, buying a home through KulshanCLT is not a quick fix for permanent housing. Most households wait on our Interest List at least two years before purchasing. How does the application process work?

In 2025, we introduced a new application process that is more efficient for both homebuyers and KulshanCLT staff. If you applied to our program before mid-2025, your application will remain in our applicant pool and you will maintain your priority on our new Interest List based on the date you submitted your application. For an overview of the new process, please keep reading.

KulshanCLT generally serves applicants on a first-come, first-served basis. For a household interested in buying a home with us, the first step to enter our Interest List is to submit an Interest Form with self-reported household size, income, debt and asset information. The date on which you submit your interest form marks your priority on our Interest List.

There are some exceptions to the first-come, first-served rule. These relate primarily to the home’s size and suitability for the household. For example, we wouldn’t offer a four-bedroom home to a single person or offer a one-bedroom home to a family of four. We will prioritize households with a disability where the home can specifically accommodate that disability. Another important factor is affordability—some homes cost more than others, and a homeowner must be able to afford the monthly payments for that home.

When a home becomes available, we will alert households who have been on the Interest List the longest and who also have a compatible household under our Applicant Selection Policy. These households will be invited to submit a full application in order of priority. The full application verifies your eligibility and readiness to buy a home through our program. Households have two weeks to submit their application from the date of the invitation to apply, with limited exceptions.

If we receive applications from more than one qualified, income-eligible household for a particular home, we will select the household that submitted their complete Interest Form earliest. That household then has a specified amount of time to get a loan pre-approval letter, complete pre-purchase education, and sign the Purchase and Sale Agreement. Once we have a signed Purchase and Sale Agreement, it usually takes about 60 days to close on the home.

If you submit an application for a home but are not ultimately selected to buy it, you will be notified of the next compatible home (based on your household size) that becomes available and offered the opportunity to re-submit your application. If it has been less than six months since you submitted your original application, you can re-submit simply by letting us know you want to be considered for the new home. If it’s been more than six months but less than one year, you can re-submit by providing updated documents. If it’s been more than one year, you will be asked to provide updated documents and updated application information.

While You Wait

  • Continue to work to strengthen your credit and save for your down payment and future home maintenance costs.

  • Make all debt payments on time and keep balances low. Avoid taking on new debt of any kind so that your credit is strong when your turn to buy comes up.
